Gulf War Era Vets persistent disabling symptoms

The ground war lasted four days and resulted in 147 battlefield deaths, but almost 199,000 of the 698,000 people who were deployed have since qualified for some degree of service-related disability. Of those, 13,317 people are disabled by "undiagnosed conditions."

Today problems from endemic infections, years later are being diagnosed such as:

1. "Visceral Leishmaniasis" (kala-azar or Dum-Dum fever); Skin Infestations due to Protozoa;
viscerotropic infections of the abdomin
2. "Acinetobacter Baumannii" possibly increased the rate of immune system disorders and birth defects, reported by combat veterans.

Is this reasons doctors don't investigate veteran/patient's complaints ?
[1] the laboratory test are very expensive
[2] can be without sympthoms for 5 to 10 years
[3] currently there is NO cure
[4] so why tell the patient, it might depress the individual.
